INTERNATIONAL EXCHANGE BANK.

The main idea was that an interns→ tional exchange bank should be estab- Hshed with unlimited capital-backed, that was, by the credit of all the Gov- ernments taking partThisbank. should receive from each country a pledge of gold or approved securities, against which it should issue cert: ficates, obligations, mores, on gold basis, in which all international mu sactions should be carried out. This new currency would be essentially a money of account only; the obligations. would only ultimately be convertible into gold, and meanwhile would, be simply a medium of barter, convert ible in each country, at offices of the central bank, to the currency of the country. The immediate needs of the different countries for credits would. be met by the fiduciary Issue of obliga tions to a certain multiple of the gold and securities which that country had deposited, proper regard being had to the evidence which that country could give if its ability and goodwill to`re- deem this duciary issue within, a reasonable limit of time.

There were obvious theoretical argumentis in favour of a general international unit of exchange, parti- 'cularly at a moment of confusion like. the present.
