THE CONSERVATION
OF OIL. ว
*
The paper upon The Conservation of Oil which Rear-Admiral, Philip Dumas, C.B. (retired), delivered be- - fore the Institution of Petroleum Technologists on the 18th inst., was read_breczily, and was illustrated by numerous asides. It was essentially a protest against the terrible waste bi oil and a plea for the internal-combus- tion engine, the proper place in which. oil should be burnt. The lecturer remarked that when Lord Fisher had, in 1912. appointed him Secretary of the Royal Commission on Of Fuel and.. Engines, he had known nothing of the subject, he had since studied the ques- tion, discussed it with every type of expert, and he had his experience. but he was hampered because the proceedings of the Commission re- mained secret. There was, indeed, a." lack of definite facts in the paper, but nor of general criticisms. The samut coal output for the world Was 1,250,000,000 tons. Admiral Dumas remarked that of oil 75,000,000 tons was produced, and only 45,000,000 tons the latter could be converted into oil fuel. Oil was a luxury, bet
it was wasted everywhere. The
education was. haphazard; the univer- sities had no proper chairs of geology. to investigate the location of oil, and. American experts were boring f
in England. There was little pro- vision made for the immediate storage of any oil that might be produced.. The general distribution and avail- ability of sit were remarkably good: but as a certain Mediterranean port he had during twenty months never seen two tankers which were alike; the nocks and crannies in the double bottoms were a nuisance. The waste of all in charging tanks on the Aying. grounds from drums or bins was op palling. The loss of gas from the oli mansit was small, only about 1 Waste in retail, it migh: be well to per cent, yet too large. As regards..
institute a licence before oil could be used in any engine.. The greatest wasters of oil, however, were the war- ships, Admiral-Dumas admitted the advantages of oil fuel. For internal- combustion engines oit was to coal a

3, and those advantages were rather understated. But in the Navy, 80 per cent. of the oil went up the funnel, and oil fuel, though indispensable ap- parently on destroyers and some ships, was unnecessary probably on 60 per cent of the warships. Nor was it needed in the merchant service in. general," where indeed little was used so far, and in any case the price of oil should be raised to its proper height in order to prevent waste., Motor cars could do with alcohol; nobody had yet troubled about the shocking waste of oil in aircraft en- gines, and lubricating oil was treated. almost worse. One could every- where track a motor-and a ship as well-by the spik; fubricant. This war had largely been waged on oil, the next one would nearly wholly,be so. Therefore, find and coriserv your oil; use coal wherever possible, but convert it into gas, electricity and liquid fuel at the pit mouths. For one thing, it was time to do away with the wretched poisonous bunker, holes on board and the dangerous, dirty mode of

be done for oil research and for the development of the internal-combus tion engine in the country. That the country is not backward in these fields was pointed out during the discussion, and the few definite figures which Ad- miral Dumas, had given, and some of his criticisms of the Admiralty in particular, were repudiated by Sir Marcus Samuel, Sir Tennyson d'En- court, and particularly by Admiral Sir George Goodwin, Engineer-in-Chief of the Navy. The latter asked how many internal-combustion engines-of 750-h.p. maximum so far Admiral Duntas would put on a warship and a destroyer of 144,000 h.p. and 28,000 hp respectively. Mr. Charles Greenway said that the supply of b would continue to rise with the de mand, to three times its present figure in the coming years. This may be so. The conservation of of will certainly remain of paramouné - importance.-Engineering.
