HISTORY.

In all the long centuries of English History nobody has thought til now of providing an opportunity for peers. to surrender, if they choose, the very large privileges and the not unimu-į portant duties that go with their po altion. All that time it seems to have' been taken for granted that anybody who cru'à get a peerage would de so, and that anybody who got one would keep it as lore be could. Certainly the Barons who took such good care of their own interests when they extort- ed the Great Chatter from King Joha did not consider it necessary to claim this particular liberty. In several "modem instances, of course, offered
peerages have been declined by men, who preferred service in the House: of Commons to that in the House of Lords, but that is different from abandcriing an inherited tile. Also different was the reluctance shown under several of the old Kings to ac-i cept Knighthood. for that was due simply to the disinclination of cour try gentlemen not oversupplied with cash to pay the big fees. which would have gone to those same Kings if the honour had been accepted. The result, of those refusals was the passage of several laws that made them as costly as acceptance would have been. That the present effort to create legali authority for surrendering a peerage is made in behalf of a single peec. the son of a sometime American citizen, is not apt to make either. house of Parliament view it with much favour, bus, on the other hand, the contented peers hardly can insist on keeping as an ass ciare in their: councils a man who publicly has pro- claimed that he prefers other com- pany than theirs. Almost innumer able times in the past peerages have been taken away from their passes. ors.
