To read the Supreme Council's latest decision concerning Von Der Galiz, threatening Germany with paing and penalties if she does no instantly withdraw him (which $ probably teyond her power,) one would hardly believe that he is where he is by special permission, one could almost say at the special request, of the Allies. Yet that is. the truth. Under Article XII. of the Armistice German troops occupying territories of the former Russian Em pire were allowed to remain in their positions until definitely ordered to quit. The intention, obviously was. to use them against the Bolsheviks.. The German military mest readily accepted the charge, for they saw in it the means of achieving at least one of their fermer dreams, that of establishing in the Baltic lands a centre from which German influence. could radiate eastwards. To achieve this they clearly had
out Bolshevism. But they also had to root out all aspirations to indepen dence among the Baltic populations of the former Russian Empire. Von der Goltz, with the co-cperation of a Landwehr organised by the Baltic barons, energetically took this task in hard, being greatly assisted by. our refusal to recognise the indepen- dence of the Baltic States. But his. two immediate aims were precisely the same as those of the reactionary Russian elements operating in these regions. Hence Von der Goltz very soon and very naturally found him self crusading side by side with Yudenitch and Prince Lieven (our allies and Koltchak's lieutenants) against the Bolsheviks, and, incident ally, against local national Govern ments.
