THE JOURNALISM OF IDEAS.
FRENCH NEWSPAPERS CLU STYLE AND NEW.
"Apart from one or two papers in the provinces and four to five in Paris itself, it is views and not news that the French Fress still seeks." says a writer in The Times French Supplement.
A comparison between the French and British newspaper Press would undoubtedly show that from a technical point of view, that is to say, from the point of view of the display of news and articles, the quality of the paper, the style of the printing, the comprehensive nature of the news services, the French Press has a great deal to learn.
CIRCULATION. V. POLITICS.
**But when you come to compare the literary quality displayed in the papers of the two countries, there is no question whatsoever that the French need not fear the result. As a race they are born riters, gifted with the power of a graceful and easy expression and a turn of happy wit. Even in the most obscure pro- vincial sheet. It is of almost daily oc currence to fall upon at least one article of undoubted style.
"In recent years, however, there has been a marked tendency in the f Press, notably in Paris, to adopt some of the features of English and Ameri can journalism. This has resulted in a process of industrial realization, and in the evolution of those Paris papers which are known as the Grande Presse. The Grande Presse is,
as a rule, much more concerned with its circulation than with its politics,

of many hundreds thousands the highest figures reached by any English newspaper. This is partly due to splendidly organized systems of distribution, but the chief cause is, perhaps, to be found in the supreme hold Paris has on the mind. of the whole country. The dweller in provinces, although frequently he may have an excellent local paper, turns to Paris for his mental food.
In normal times there are over sixty papers published daily in Paris Itself, whereas in London, with a population almost twice as great, the daily newspapers number scarcely a dazen. It will easily be seen that the existence of the Leviathans of the Grande Presse' does not give very much chance of commercial prosperity to the small fry who cluster round politics, or seek a living in the somewhat tarbid waters of finance. The position of a journalist in Paris, whether he be attached to a great ör to a small paper, or whether he be a free lance, is curiously com- plicated. They are in enormous number, and they fill the cafes with their chatter; they swarm in Minis. terial antechambers; they populate the Salles des Pass Perdius of the Senate and the Chamber of Deputies. A Shanghai dispatch to the Asahi | says that duplicates of all the so- Bon called secret Sino-Japanese Agree meats and loans reached there on the 16th instant from Peking; and are expected to be made public within a few days. The foreign Press, 1278 the message, is watching the pending publication with considerable interest. The China Press takes the view that this is a triumph of public opinion over the Peking Government, and the submission of the military party to the popular will.
