It remains to be seen what the Lords will make of the "Profiteering BIL" As it leaves the Commons it is perhaps the most amazingly in- choate piece of emergency legislation which that House has ever,sent for ward. Never was a measure so- amothered in hasty good intentions which are utterly unworkable even where they are not divergent in their aims. The question of what con stitutes profiteering remains unde- fined in any way that can serve as a
upon guide to those called check the practice. The tribunal. which too often failed lamentably to decide fairly the comparatively simple question of liability to army service, is revived to sit in judgment on the highly complex question of prices. Where, as in many places, it is packed with traders, it will serve only to legitimise existing con- ditions. Where it is independent. and determined to be drastic, it will run

to the other extreme and penalise tradesmen who are pursuing their normal habits on a charge that cannot be defined. And by last-minute amendments to this astonishing plan- decent. the Board of Trade, a slow-moving, and rather conservative Department, is suddenly goaded into assuming the whole of the anti-trust powers which the High Courts of America, after a generation of trust legislation. find it impossible to put in force. Un fortunately, the country well knows. that there are many readier and less ridiculous means to hand for achiev ing this end which the Governmet shows no auxiety to try-as, for inst- ance, the removal of embargoes and restrictions on trade, the ending of Thitrary military ventures, and, in eneral, an earnest attempt to restore as soon as possible the conditions of This hysterica! legislation Deace.
