MARRIAGE AFTER BORROWING £1,000.

A remarkable stery of fraud way told on June 4 to Mr. Garrett, the Bow-street magistrate, when William Montague Williams, formerly assist. ant British Vice-Consul at Trondhjem, Norway, was charged on a warrant with obtaining two sums of £20 and £5 by fraud from M. Herbert Arthur Thompson, secretary of the Ship Licensing Committee of the Ministry of Shipping.

Mr. Thompson stated that in August last he met Williams at Trondhjem in his official capacity as assistant to the Vice-Consul there. The witness was there on Govern- ment business. It was known that Williams was going to marry one of the Legation staff at Copenhagen; and he told the witness that he was going to Christiania to obtain leave to go home to get married.

Williams mentioned that his uncle' allowed him £3,000 a year, but that, as he was not yet. 25 he could not command the money easily. The witness's colleague, a military man, knew that Williams had been in the Guards and they "fell in" together. After about three days they all came to Britain, parting at Aberdeen.

On August 29 Williams called at the Ministry of Shipping and inquired for Major Pinkney... who was then away on leave. He said that he bad called to see the major to borrow £50 from him, and went on to explain that he had applied at the Foreign Office draw the pay due to him at

that Williams called almost daily at "the Ministry of Shipping. On Sep- tember & he told the witness that he had just seen Mr. Balfour and Lord Robert Cecil at the Foreign Office to get permission for his wife to accom- pany him to Trondhjem, but the Foreign Office refused to emigrate her, and be thereupon resigned his position and applied for a `berth in the Home Civil service.

The result of the interview, he added, was that he was to be appoint- ed private secretary to Lord Hardinge at £800 a year.

On that occasion, the witness said, he let him have £5, and Major Pinkney lent him £2, which he pro- mised to return next day after seeing his uncle. The witness did not see him again until October 15, when he met him by chance as he was getting out of the train at Earl's Court Station. Williams then asked him if he had received his money all right, and explained that be had instructed": his bankers to pay £25 into his account.

His attitude, continued the witnesa, was so plausible that he believed him, but next day he found that this statement was untrue. He applied for the warrant in February last after he had been informed that the British Minister at Christiania Sir Mansfield Finlay had received so many complaints about Williams..

Detective Winter stated thar wher he explained the charge to Williams at Fleetwood (Lancs.) Police Station he replied that he received only £5 a quarter from his uncle while he was at school, but had received nothing from him since he joined the Army. With regard to his alleged appointment 25 private secretary to Lord Harding, he said,

It is a dream."

He afterwards made a long state- ment, in which he said that on leav ing school in July 1915 he joined än Officers' Training Corps, and was discharged through ill-health in July 1916: In the same month he was appointed Assistant Vice-Consul at Trondhjem at a salary of £300, afterwards increased to £400. He borrowed about £1,000 from the Vice-Consul, and came to England, and was married on August 21 last to Misa Ranken, of Strood, Rochester. His wife left him in December, and zince then he had been to various parts of the country borrowing small suma and staying at several hotels without paying the bills. At Plymouth be obtained £25, and £25 worth of clothes on a worthless cheque by: representing himself to be Sir Mon- tague Williams.
