Discussing details, Sir Wood- man said: An excellent og- portunity is presented for the Gor- ernment to organise a separate branch ofthe Air Ministry to bring into use for commercial purposes the innumerable. machines now lying idle. Thousands of trained pilots are available. The existing restrictions on the use of aeroplanes should be rescinded at the earliest possible moment, as there can be no doubt that if thoroughly organised on a business footing the commercial-use of aeroplanes will: develop into a great access. Facili ties exist already for a practical start: Certain aeroplanes in this country should be allocated to the exclusive use of commercial fiying. For long- distance flights arrangements should be made with the respective Govern- ments say, France and Belgium-for utilising some of the many aero- dromes in those countries. Control should be in the hands of a business man of proved capability for organisa- tion and ádministration, and the de- partment recognised as a distinct section of the Air Ministry.
