The existing restrictions on the use of aeroplanes should be rescinded at the earliest possible moment, as there can be no doubt that if thoroughly organised on a business footing the commercial-use of aeroplanes will: develop into a great access. Facili ties exist already for a practical start: Certain aeroplanes in this country should be allocated to the exclusive use of commercial fiying. For long- distance flights arrangements should be made with the respective Govern- ments say, France and Belgium-for utilising some of the many aero- dromes in those countries. Control should be in the hands of a business man of proved capability for organisa- tion and ádministration, and the de- partment recognised as a distinct section of the Air Ministry.
