A Shipowners' Provision Pool was formed at a time when foodstuffs to supply the needs of the population of the country were exceedingly scarce, in consequence, partly, of the 'diff- culty of allocating sufficient tornage to meet the demands made upon shipping, and also on account of the heavy losses amongst vessels carry. ing food to this country by the depredations of the submarine, now happily but an unpleasant memory. The work of the Pool lay in the purchase abroad of foodstuffs sufficient not only for the round voyage, but also to provide' a surplus from which other vessels might be provisioned in home.ports without in any way trenching or the diminishing reserves of food already held.under Government con- trol, and allocated for home consump tion only. The operations of the Pool only extended over a period of seven or eight months, but the work has been managed with such skill and effect that no fewer than 1,893 ves- sels were enabled to purchase ships" provisions, and carry on without troubling their usual sources of supply on shore. The final report of the Committee of the Pool amply demonstrates the success which has attended the effort, and is at once a justification of its methods and a financial triumph. The food imported cost. £710,226 (exclusive of £12,300 not handled by the Pool agents), and shipowners drew from the Pool food- stuffs costing them £98.262. The Ministry of Food received £689,277 worth of provisions, and they probably made a very band- some profit if they sold at the then market prices. In addition the Pool handed over to the Ministry £43,623, while the total profit to the- Ministry from the Provision Pool is stated to be over £90,000. It is Interesting to note that the claims from shipowners on account of defective stores supplied to them' only amount to one quarter of one per cent, a tribute to the excellence of the management of the Pool. For its excellent work the committee, of which Mr. F. H. Houlder was the chairman, deserves the thanks of the community for so efficiently conserving the depleted food supplies to the country when they were at a dangerously low ebb? -
