BORDEAUX.
Speaking generally an appreciable improvement in economic conditions is evident. It results in the first place from rapid dentabilisation and secondly from the release för com- mercial purposes of transport facil ties. Numerous commercial houses which have partly suspended their activities appear, ready to recom mence. Offers are numerous part- cularly from French and English colonies as well as: from abroad nd in official circles. It is freely progno- sticated that the requisition of mer chant shipping will cease as from the end of February.
North Americam circles continue the vigorous..commercial campaign, organising it to cover the different. sections of France, while numerous experts are studying requirements, means of communication and part- cularly water transport. It is the in- tention to create in each of the prin cipal French ports huge warehouses to stqze not only goods exported from America but also Ferch products in order to avoid the return of ships by way of the East.
Although there is an undoubted -tendency for business to expand, yet there is little, if any increase in activity. Оп the various Bordeaux market owing to the lack of materials and also on account of Government restrictions affecting quite a number of com- modities being still in force. In other words during the period or transition there is a disposition to restrict activities to preperations for the tire when liberty of commercial" action will be restored. Some uneasiness trade following the recent heavy inundations, in the coal trade by the fact that considerable stocks are in than those ruling today a existence purchased at prices higher "

copper and pig-iron, through the cancellation of contracts entered into with the Ministry of War.
At Bordeaux, as in several other places in the south-west of France. new enterprises are springing up every day including petroleum refineries, soap works brick yards, aeroplane and railway material works. All these experience the same difficulty in obtaining the necessary raw material, this being in some cases so great as to cause a complete suspension of development.
The road transport situation improves from day to day. Old employees are returning from the army and it is now possible to obtain a better supply of fodder for animals. Further, the placing in service of numerous motor lorries will have the effect of reduc ing transport rates appreciably..
The steamer Virginie," of the Compagnie Generale Transatlantique, left Bordeaux on the 18th January for Central America to return with a cargo cf 4,000 tons of cocoa.
The monthly service between Bordeaux and Antwerp is re-establi shed, while from the 1st February, 1919, the regular mail service from Le Havre to New York has been running as before the war.
RESUMPTION OF WORK IN SHIPYARDS.
There was a general resumption of work. in all the shipyarda on the Tees and in the Hartlepools on March 3. All the yards reported that the men, who had been on strike for eight weeks, had an excellent start, one exception being-the Cleveland Dockyard, where only about half the strikers returned to work.
The strike of platers which com- menced on 27th January in connec- tion with the works of the North of
Ireland Shipbuilding .Com. Pany, Londonderry, has concluded, the men resuming work pend- ing a national settlement of the hours' question. The dispute arose in consequence of the firm having deducted from the wages of the platers, who are piece workers the amount of money required to make the platers' helpers' wages, the latter being time workers, equal to what they received when working 54 hours a week The 47-hour week began on Wednes- day, 15th January, and the platera as: early as Tuesday evening, the 22nd, made out their pay sheets and sent them to the pay office. On intima- tion had been given to the men that any deduction would be made until! an hour before stopping time on. 25th January. The platers at once protested to the management, and demanded the repayment of the money deducted, which was refused, but a promise was given that the matter would be inquired into. The men were not content with the pro- mise, and decided on the strike. Some five hundred other workers who had no quarrel with the firm, and who have been idle during the continuance of the dispute, are also back again at work.
