YAHI PRO-GERMAN."
In answering the question why China or perhaps we should say the Allied representatives in China did not follow the example of the United States and Great Britain, which only deported the dangerous elements among the German popula- tion. Millard's Review refers to the disorganised condition of China and the lack of an efficient police or ja telligence service. "After a serious consideration of this question it was finally decided to deport all of the enemies rather than take any chances. This explanation might have been fairly satisfactory during the con- tinuance of the war, but when it is tion did not begin until the war was remembered that even the prepara- over and Germany was hopelessly erushed the nature of the chances" which the Allies were risking is not. very clear. The retort might perhaps be made that the repatriation of the Germans was all arranged before the war ended and that it was not there- fore an afterthought. but surely- an order can, be rescinded when it is seen that it is not required." The " of the order would have damaged the further argument that a rescind ment Alles in China's eyes, suggests that the deportation was arranged for the sake of the Allies' prestige. In any care it is to be feared that the Chinese Government will be astonished at the Allies' respect for the super powers. of the Germans, which demand that not only the men but also the women and children should be safely shut up in their own country. Chind might very well seek to apply the case of the Germans to other nationalities. She might, for instance, suggest to the United States and Japan that in view of recent disturbances and the difficulty, owing to be dis arganisation, of singling out the goats from the lambs, she proposed to deport all the Americans and Japanese in China. The cases are only different in that Germany's mili tary power is broken... Actually, to have left the Germans in: China as not worth troubling about would have done more to maintain the Allies prestige than the alarums which preceded and have accompanied the deportation. The harm that can be done by the Germans to the Alles now the war is over can only be economic, and if the Germana are to be allowed to live, and especially if they are to be allowed to pay for the damage they have done, they must. be allowed to work. That the de portal ion of the Germans had any economic, basta is strenuously denied" in China, yet the fact that, it was carried out after the war was over and when the ability of the Germans to harm the cause of the Alles through China's disorganisation, had ceased, compels the, conclusion that an economic bocsit is the basis of the sction. lapan Chronicle
