His Lordship had been in poor health for some time, and had received treatment at the General Hospital. He returned to Jaffna about a month' ago, but fell again and never re- gained health. The late Bishop was born in France on September 24, 1852, and after his early education, entered the Seminary of Mont Mari- lon, and later the Seminary of St. Poitiers,, where he studied under the famous prelate Monsignor de Segur.
