In conformity with the Armistice terme, French troops, headed by General Hirschauer, took possession of the Kehl forts on the righe bank of the Rhine.

The operation was deemed necessary for the, security of Strasbourg.

DEAR RICE..

With reference to the high price of rice,, the Civil Governor of Kwong- tung has sent the following letter to the Commissioner of the "Cantor Customs:

SIR. Owing to its small product in Kwongtung, rice is not found ade quate for local consumption even in the year of a good harvest. The food supply of the people depends entirely on imported rice.

Now the floods of recent years have affected the harvests badly "and the foreign supplies are short, what has been stored is now gradually exhausted. In these few months the price of rice has been rapidly rising. The coarse rice, which could be sold at 20 catties for one dollar before, is being sold at 12-13 catties for one dollar in the last ten days. It is very seldom that the price of rice has risen so rapidly. If measures are not taken to relieve the situation, there are fears that the poor will die of starvation.

Instructions have been given to the Kwongtung Chamber of Com merce and the nine big hospitals to subscribe money for the cheap sale of rice and to send special delegates.to Wuha and Chinkiang to buy rice for Kwongtung. have sent a telegram to the Ministry of Finance as king him to give instructions to the tax-stat- tions in those two places to exempt rice from duty and likin and to the -China Navigation S.S. Co. instructing them to resume the usual running of

their steamers.

I am considering how to give due protection to the rice merchants and the traffic of the North River and am consulting with the Railway Companies to reduce their freight on rice, in order that more rice may be imported and the price may be cheaper*

Notwithstanding all these efforts 1 have made, rice is no cheaper. The reason is that the steamers are few and the space is very limited. Steps must, be taken to find remedies, so that the poor may not be in a worse position..

In accordance with article No. 4. of the regulations for the exemption of dues on steamers enforced by the Premier of the Ching dynasty, which states that steamers for private use of merchants or people may be ex; empted from dues if they carry pas sengers belongings, mail matter, food and free goods, I presume all -steamers, which carry rice to Kwong- tung may be exempted from dues as rice is one kind of free goods. So freight may be lowered and the By Balance traffic may be increased,

Although according to the regula tion, seventy per cent of the dues on, steamers is to pay the expenses of the Customs House and it should not be carelessly exempted, "this affects Kwongtung greatly, as the crisis of atarvation is coming. I must ask your goodself to save the situation by doing this and send a telegram to the Bureau of Customs for sanction not to levy dues on all steamers of any country which carry rice to Kwongtung, until the price of rice goes back to its original standard. This is to increase the import of rice and maintain the food of the people. I shall be much obliged if you will enforce this as soon as you receive sanction from the Bureau, 'and favour me with an early reply:
