As matters stand, food and many other things can be declared by any belligerint to be contraband and be treated as such if it is strong enough to enforce its own views in spite of the protesta and opposition of ita opponent nad of other nations. This is not the English view of interunticaal law; but it is the view of some other nations, and their views cannot be ignored. The Declaration (by Articles 21 and 33 to 30) puts stop to this view by declaring food and many other things to be con- traband only under certain circumstances.
