Viceroy Chang han geceived petitions from various influential persons praying as follows-1. A certain sum of money should he laid by for the assistance of poor students who are pursuing their studies in England and America. 2. Mechanical factories should be established in Canton and Eonam to afford work for the poor. 3. The wail of the now city should be pulled down and in its place a good road should be made. The Viceroy is said to favour thesu petitions but regrets that his departure forbids him to carry the matters through. The putitions have been sent to Peking.
