He is careful in point of detail, although it takes mora men to accomplish the same amount of work, an, man for man, they are not at all equay. to the skilled European; but when placed against the European for good and thorough workmanship, they can hold their Dw, for they are exceedingly careful and extraordinarily good in their handicraft, although they are not originators, not are they incentive. Mr Clark thinks that whare the Japanese fail is in their manage- ment, owing to their lack of practial men and men of long experience in the depart ments; bat, of course, that is a defect which time will remedy. At the present time all their superintendence is nutrusted to young man who come from the onlinges; and while those menare very cleverdraughts men, and are perfect in theory, their great lack is in practical experience, & mat ter which tells very seriously indeed in the cost of their work.
