Mr Clark thinks that whare the Japanese fail is in their manage- ment, owing to their lack of practial men and men of long experience in the depart ments; bat, of course, that is a defect which time will remedy. At the present time all their superintendence is nutrusted to young man who come from the onlinges; and while those menare very cleverdraughts men, and are perfect in theory, their great lack is in practical experience, & mat ter which tells very seriously indeed in the cost of their work.
