Commander Sims' Statement. WASHINGTON, March 4. Commander Sims, U.S.N., Naval aide to Fresident Roosevelt, appeared before the Senate committee and told his opinion of the charges made by Henry Reuterdahl, a writer in McCluro's Magazine for January, of faulty construction of American war- ships, Sims said bluntly that the American battleships were amoozingly wrong that the armour was too thin and did not extend high enough; that the ammunition hoists wore dangerous, and that the tark

ship was had. He cited the fact that at

the battle of Seatinge when the Spin

cruisers were destroyed by Sampom's feet that out of over 1,000 shots firul but 189

hit the Spanish vessels.
