HONOUR.

According to a cablegrain published in the Manila Cableneres, dated Washington, September 21, President Roosevelt has again made a sensational move in the stronuous fight for honesty in public life, which he has been waging so many years.

He has had returned to the great life insuranco, companies-the-large sums which they contributed at the last election to the republican party. Ho called a meeting of the republican national committee and laid the matter before it. He stated it was em barrassing to him to know and to have made public through the

press by the examination of the accounts of these insurance com- panies, that they had given big amounts to aid in his election.

the American steamers call at Japan, and the majority of the Australian hoats call at Manila, and, in addition to those vessels, special steamers run there. The departure of every steamer is subject to alteration. The P. & 0. mails usually reach London in about 28 days, and the French and German in about 28 or 30 days

LONDON, September 19. Although the peace conference at Ports- month (N. H.) supposedly concluded the war between Japan and Russia, the final settlement of which apparently only awaits the signatures of the Czar and the Mikado to the treaty signed by the envoys of those nations, the Czar has takon a step which may nullify all that has been done.

He has asked that another conference over the settlement of terms be called at the Hague, and that there Russia be allow. ed to submit her pleas and statements con- cerning the ending of the contest,

The Czar's action has created a tremen- dous sensation and all Europe is in an uproar over it. It is believed that the Czar has practically been forced to do this by the demands of the Grand Dukes who head the 'war party' in Russia and who claim to be dissatisfied with the terms made by M. de Witte the Russian commissioner. The C. P. R. Co.'s R.8. Empress of Japan arrived at Nagasaki at 9 a.m. on Monday, the 25th Sept., and left again at 5 p.m. on same day for Kobe, where she is due to arrive at 8 pan., on Tuesday, the 26th Sept. The P. M. S. Co.'s s.s. China loft Yokohama on Sept. 26th, and is ex- pected to arrivo at Hongkong on or about Oct. 8th.

Steamers Expected.

The O. S. S. Co.'s 8.5. Tydens left Sing- aporo on the 23rd Sept., at daylight, and is duo here on the 28th Sept. The C. P. R. Co.'s s.s. Tarlar left Yoko hama on Sunday morning, the 24th Sept., for Victoria and Vancouver. The C. P. R. Co.'s 8.5. Athenian left Van couver on Monday afternoon the 18th Sept. for Hongkong, via the usual Ports of Call.

The .. Lothian sailed from Liverpool on the 2nd September for this port, via usual ports of call.
