Towards that midnight we began to cosst along the blue line of glacier end which makes the west coast of Spitzborgon. Though it was broad daylight all night long, we never saw the midnight sun, which is usually obscured by the mist caused by the contao: of the warm air with the loy cold water. In a few hours we were anchor. ed in Recherche Bay, an inlet on the south eide of Bell Sound, itself an extensive fjord, about one-third of the distance up the weab coast of the main island. Strictly speaking, Spitzbergen is but one island of a group; it
is shaped very much like a cow's heart, the fatty or white portions, as seen in a but cher'a shop, roughly representing the inlete and fjords which cat into the mainland.
The chief other islands making up the
group, and soparated from the main island and each other by Gate," or sounde,

The pyramidal shape of the hills that sur- round the bay is responsible for the island's name. None of them, however, are more than 2,700ft. high. Three of our passengers made a plucky and independent three hours' excursion straight up one of there that con- mands the blind end of the bay. They
found on the summit a cairn in which was a bottle containing two papers, in French and English, stating that on August 3, 1892, some sailors from the French veesel La Manche, coming from Jan Mayen Island (Greenland) and bound for Ice Sound, had climbed up that hill. The papore were and *ensigne de vaisseau'. signed by an another officer, and they said all was well; .Our
took out these papers and passengers placed inside their own rocord of prowess instead, which will doubtless be found some time by later travollers,

On our way back from Spitzbergon to the North Cape we were fortunate enough to see tho midnight sun, which at twelve o'clock appeared to be about six diameters abofe the horizon. The weather had been thick during the day, and we had passed several icebergs, a quarter to half a mile in forth, 300 feet above water, sufficiently close to necessitate our slowing down for several hours. MAIL STEAMER DEPARTURES..
The following table is a chronologically arranged list of mail steamer
the Mediterranean sailings to Europe, America, Canada, and Australia. Coast ports, Manila, and
ports, Professor G. H. Parkor, in the Japan are not given, for steamers are constantly sailing for those ports. All Manchester Guardian.
PRESIDENT ROOSEVELT'S
HONOUR.
According to a cablegrain published in the Manila Cableneres, dated Washington, September 21, President Roosevelt has again made a sensational move in the stronuous fight for honesty in public life, which he has been waging so many years.
He has had returned to the great life insuranco, companies-the-large sums which they contributed at the last election to the republican party. Ho called a meeting of the republican national committee and laid the matter before it. He stated it was em barrassing to him to know and to have made public through the
press by the examination of the accounts of these insurance com- panies, that they had given big amounts to aid in his election.
the American steamers call at Japan, and the majority of the Australian hoats call at Manila, and, in addition to those vessels, special steamers run there. The departure of every steamer is subject to alteration. The P. & 0. mails usually reach London in about 28 days, and the French and German in about 28 or 30 days

Everything was out of order and thorough ly demoralized. The civil and military authoritics had diffused and quarrolled, the natives wero discontented, and the old lawlessness and brigandage had broken out again. Beaulieu in the Economiste Francais (Paris). He maintains that China has long been the victim of Western tyranny and oppression, but now the worm has turned. In the first place, Chinese labor has been excluded from the United States while American capital has claimed and exorcised the right of circulating freely in Chinese territory, exploiting the resources the land-mining, building railroads, and navigating inland waters by steam-power. Now the United States Interdicts the en- trance of Chinese, excepting in the case of certain classes of the population who are not likely to compete with American labor and introduce an unwelcome element into American social life. THE PEACE TERMS.
Another Conference Wanted.
The following is from Manila Cablenews:-
LONDON, September 19. Although the peace conference at Ports- month (N. H.) supposedly concluded the war between Japan and Russia, the final settlement of which apparently only awaits the signatures of the Czar and the Mikado to the treaty signed by the envoys of those nations, the Czar has takon a step which may nullify all that has been done.
He has asked that another conference over the settlement of terms be called at the Hague, and that there Russia be allow. ed to submit her pleas and statements con- cerning the ending of the contest,
The Czar's action has created a tremen- dous sensation and all Europe is in an uproar over it. It is believed that the Czar has practically been forced to do this by the demands of the Grand Dukes who head the 'war party' in Russia and who claim to be dissatisfied with the terms made by M. de Witte the Russian commissioner. Just what the Czar zeeks is not made plain
