SIMLA, July 18. Presiding at the Leglelative Council-to- day, Lord Curzon made a statement in regard to the modifications sanctioned by the Secretary of State in respect of the proposed reform in the administration of Indian Army.
The main principles of the schemo reinain unaltered, but changes have been made in ita details.
It has been decided that the office of Military Supply Member should go to a Military officer, not to a Civillan.
The Viceroy will have the right to consult, that officer upon all military questions irrespective of their places of origin.
All military questions, whether originat ing from the Military Supply Department or the Army Departinent, should be passed
by the Mobilisation Committee..
The Secretary of the Army Department should be a Major General, or Colonel with the local rank of Major General.
Finally a schedule of cases has been drawn up which should go up to the Viceroy before orders could be passed.”
Lord Curzon, in concluding his speech, said that the new syetem, like the old, will depend in the main upon the 'personal equation' for its success or failure.
