SHIPPING LAWS.

British shipowners will be relieved to learn (says Fuirplay) that the Government have at lougth come to their rescue in respect to the conflict between our maritime law and some of the recent Colonial opact- ments. On behalf of the Government, Mr Alfred Lyttelton, the Colonial Secretary, has proposed that a Conference, shall be.... hold here between home and Colonial ro- presentatives to consider points of difference and to make suggestions in regard to the unification of merchant shipping laws in the United Kingdom and the British Colonies. Matters came to a head on the introduction of the Australian Navigation Bill in the early part of last year; that measure was with. hold pending inquiry into it by a Royal Commission. The Australian Common- wealth Parliament then pushed through the Sea Carriage of Goods Hill, the main object of which was to exclude from shipping documents clauses protecting shipowners against negligence. Our own maritime law leaves shippers and ship- owners free to arrange conditions of contract, with the result that as an almost 1370 invariable rule charters and bills of lading are qualified by negligence clauses, Free- dom of contract is thus secured to the parties, to their mutual convenience and benefit.

Telegraphic communication between the Mr Hibberdine Man-Observatory and Hongkong is interrupted.
