A Record of Economy, -JOBANNESBURG, # April.-One of the most encouraging of recent events in South African administration is the issue by the Government of the balance-sheet of the Cantral South African Railways,
Economies have been effected by the- Railway Administration with an unsparing haud, and as they have been achieved with- out any sacrjuce of efficiency, they must he reckoned as all to the good, notwithstand- ing that they liave resulted in the inevitable, cases of individual hardship where super. Augus oficials have had to be discharged. The result, comparing the half-year ended December last with the corresponding halt of 1903, is seen in its most striking form en the reduction of the ratio which working expenses bear to earnings. This ratio was 70.8 per cent, in the second half of 1903; In the second half of 1904 it was reduced to 58.7 por cont.

This reduction in expouses becomes even more notable when it is remembered that it was brought about in a period of substanti- -ally reduced earnings, the gross revenue.in the second half of 1904 hoing £160,000 less than in the corresponding period of 1903. Nor have we come to the end of our scono. mies. More are contemplated, and it will be seen, therefore, that when they come into operation and traffic-incréasou as well, the working expenses of the Central South' African Railways will be go low as to excito envy in other railway managenients all over the world. We notice with pleasure that during the last week a vigorous activity is at work, which promises to mend matters, if not to remove altogether this disgraceful state of things. Painting up the old rattlebono rick- shas, however, is all very well in its way, but what we would like to see is a new type of vehicle introduced. In Saigon, Haiphong, and Hanoi, nothing but rubber, tyred rickshas are in use. Why not hore Wo understand that a gentleman is in town at present endeavouring to arrange for the introduction of such vehicles, and it is to be hoped that he will succeed in his mis. sion, The Government could easily assist in the transformation by gradually con- demning those now in use and insisting on a better type. The chief event of the fortnight has undoubtedly been the result of the recent naval engagement between the Japanese and Russian Squadrons, and event which cannot fail to indirectly have an effect on freighting matters before very long, though the present juncture of affairs it is of course extremely difficult to foreshadow what exactly will take place in regard to shipping up North and in particular as to how rates will shape.-That the presence of the Baltic Fleet in Eastern Wators has been a menace to shipping in the South and would also have proved such up North, had that Fleet been allowed to proceed further, is beyond dispute. The O. & O. Co.'s 8.8. Coptic, with mails &c., from San Francisco to the 12th Maria Honolulu, has arrived at Yokohama, and left for this port. on the morning of 31st May, via-Inland Sea, Kobe, Nagasaki and Manila, due here on or about June 12th.
Steamers Expected.
The C. P. R. Co.'s s.8. Tartar left Van- couver on Monday afternoon, the 29th May, for Hongkong, via the usual Ports of Call.
The P. & A, steamor "Nicomedia sailed from Portland May 24th, and is due hero June 20th.
Tho s.s. Richmond Castle, from China and Japan, arrived at New York on the 19th May.
The P. & O. Co.'s 8.a. Java left Singapore for this port on the 4th June, at 8 a.m.

The O. P. R. Co.'s 8.s. Empress of India arrived at Yokohama at 9.30 a.m. on Monday, the 5th June, and left again at 4 p.m. on same day for Kobe, where she is due to arrive at 4 p.m. on Tues- day, the 6th June.
