Apparently we have here to deal with another of those monstrous official crimes the belated publication of which every now and then shocks the entire civilised world.

In Spain famine had raged yoar after year. The province of Andalusia, of which the district of Jerez de la Frontera is a part, suffered probably more than any other region. Landowning peasants were almost unknown in the province, all the Boil being in the hands of a few noble pro- | HEAD prietors who lacked both aptitude and money for the proper cultivation of their estates. The mass of inhabitants consist- ed of agricultural laborers ground downi into abject poverty. In the 70's and 80's wages ran from 10 to 30 cents. a day, when work was to be had-and half the time the people were unable to earn anything at all. At the same time food was so expensive that the price of a loaf of bread often equalled and sometimes exceeded a day's

The C. P. R. Co.'s s.s. Empress of Indian left Yokohama on Friday afternoon, the 28th April for Victoria and Van
couver.
The O. & O. Co.'s 8.8. Doric, with mails &c., from San Francisco to the 13th April, via Honolulu, has arrived at Tokohama, and left for this port via Kobe, Nagasaki and Manila, oo the morning of Srd May, due hore on or about the 13th May. The P.-M. S. S. Co.'s B.8. Manchuria, with mails &c., from San Francisco to the 18th April, via Honolulu, has arrived at Yokohama, and will leave "for this port on the morning of 9th May, via luland Sea, Kobe, Nagasaki and Shanghai, due here on or about
the 18th May,
The C. P. R. Co.'s 8.8. Empress of China left Vancouver on M nday afternoon, the 1st May, for Hongkong via the usual Ports of Call.
Steamers Expected. The P. & A. steamer Arabia sailed from Portland April 1st, and is due herd on May 10th,
The British steamship Den of Kelly, from London and porte, left Singapore on the 4th May, and is due to arrive here on the 16th May.
The P. & A. steamer dragonia, left Port- land, Ore., on the 20th April, and is due here on the 24th May.
The s.s. Dagh stan left New York on 29th March, and is due here on or about 29th May.
The e.s. Shimosa sailed from New York
on 13th April.

The C. P. R. Co.'s 8.8. Athenian arrived at Yokohama on Sunday, the 7th May, at 8 a.m. The C. P. R. Co.'s a B. Tartar left Yoko. hama on Saturday afte noon, the 6th May, for Victoria and Vancouver. The P. & O. Co.'s s.a. Palermo loft Singapore for this port on the 8th May, at p.
The M. M. Co.'s str. Polynesien, with the FRENCH MAIL of the 15th April, left Singapore on Monday, the 8th May, at 6 p.m., and may be expected here on or about Monday, the 15th. May. This packet bringe replies to letters despatched for Hongkong on the 11th March.
