Then the cashiered governor is reported to have an- swared that he understands now the gentry of Hanan, Viceroy Chang Chih-tung and Governor of: Hunan are all against the proposed American Chinese Syndicate to take over the concession of the Hankow Canton Railway and that all of them are accusing him of having proposed to despatch a delegate to the United States to discuss the matter with the American China Development Company, but the re- port is not true and that all that he has done is to cancel the original concession now in the hands of the American China Development Company and to establish a new concern so as to keep the concession in the hands of the natives of the three provinces where the railway line will pass through. The matter must have been mis- understood, he asserts owing to the tele- -grahia message being too short, and further details of his view are boing stated in the the telegram already despatched t Viceroys and Governors concerned, and they will see the message and thus avoid any further misunderstanding, etc.

Manchuria, with mails do, from San Francisco to the 19th November via Honolulu, has ar rived at Yokohama, and left for this port vis Inland Sen, Kobe, Nagasaki and Bhanghai on the morning of the 9th Dec., and is due here on or about the 18th Dec.
