Foreign Office on Tuesday, there were present the Marques of Lansdowne, who presided; the Secretary of State for the Colonies, the Chinese Minister, Sir Halli- day Macartney, the Chinese Commercial Attaché in London, and the British of ficials, including two legal advisers of the Government, The second of these con- forences will take place next week, and will be followed by others until the business to be settled is disposed of. It is, therefore, impossible to say at present how many will be held.

These conferences are taking place in conformity with Article 5 of the Treaty of Pokin of 1800, in which the ceneral

principle was laid down that the Emperor of China would not throw any obstacles in the way of any Chinese who wished to go to foreign countries or to British Colonies in the employ of British subjects, but that regulations between the two Governments would have to be drawn up for the protec tion and comfort of the emigrants. In con- sequence of the rumours which had reached China about the proposal to introduce Chinese labour into South Africa, the Chinese Government called the attention of the British Government to the Clause of the Pekin Trenty referred to. It is under. stood that Tuesday's proceedings, which lasted for an hour, were of a preliminary character, and that no details were gone into. General principles were, however, enunciated on which conditions satisfactory to both Governments could be drawn up.

Many Deaths.

On February 21 a fire broke out in a fisherman's hut at Pulaw Sangarang, an island opposite Tanjong Penang. A strong wind caused the fire to spread to neighbour. ing huts, and soon the entire village was ablaze. The Dutch authorities at Tanjong Penang saw the smoke and sent launches across to assist in subduing the fire. March 15th, 3.10 p.m.-The weather has been wet here, and there were drizzles to- day which made the wicket easy.
