The view of the general public has been just as emphatic-the Company has not kept pace with the times. Hitherto the reasons commonly assigned for the lack of improvement and expansion have been lack of capital and the supineness of the local directorate, added to the determination of the shareholders to get a dividend of 12 per cent per annum. The remarkable speech of Mr John Anderson made at the meeting to-day, assigns another as the cause. for the absence of progress, the peculiar influence of the London Consulting Com mittee. Here we have the late Chairman of Directors, a gentleman who has been intimately connected with the Company'a operations in Singapore for twenty years, deliberately charging the London Consult ing Committee, a body of five men usten- sibly appointed from Singapors, with consistently opposing reform and thwarting the desires of the Directors for improve-
him in terms that must cause the gentlemen ment, by measures which are described by
in London and their local nominees to writhe, Mr Anderson's speech is as remarkable for its length, as for the directness of the lan- ginge he employs, and the detailed in- stances of "backstairs influence he gives. It may be well here to summarise the charges which he formulates against the London Consulting Committee, and the local directors, lately his colleagues. He charges the London Board with

(8) Withholding reports of vital interest to shareholders from the knowledge of shareholders.
There is no denying the gravity of those charges, coming as they do from a man of Mr. Anderson's exceptional knowledge of the inner working of the Company. Were the Tanjong Pagar Dook Company an ordinary commercial concern currying on operations in the Colony, such allegations, primarily of interest to the shareholders, would be matter of publia comment. But the T. P. D. Co. is in the possession of certain exceptional privileges from the Colony, In the shape of land grants and Bus-frontages, which give them practically a monopoly of the wharfage and docking facilities of the New Harbour. Mr Anderson, by implication, admits that the 577 Company has failed in its object of pro. viding wharf godowns and boking Fort facilities for the shipping of Ho names the disease-dual and ok-atair influence, shareholders to end the prè things. the Chinese Minister in London and the

with a view to drawing up regulations for

THE CHINA MAIL.
At the first of these, which was held at the KELLY & WALSH, LTD.
Foreign Office on Tuesday, there were present the Marques of Lansdowne, who presided; the Secretary of State for the Colonies, the Chinese Minister, Sir Halli- day Macartney, the Chinese Commercial Attaché in London, and the British of ficials, including two legal advisers of the Government, The second of these con- forences will take place next week, and will be followed by others until the business to be settled is disposed of. It is, therefore, impossible to say at present how many will be held.
These conferences are taking place in conformity with Article 5 of the Treaty of Pokin of 1800, in which the ceneral
principle was laid down that the Emperor of China would not throw any obstacles in the way of any Chinese who wished to go to foreign countries or to British Colonies in the employ of British subjects, but that regulations between the two Governments would have to be drawn up for the protec tion and comfort of the emigrants. In con- sequence of the rumours which had reached China about the proposal to introduce Chinese labour into South Africa, the Chinese Government called the attention of the British Government to the Clause of the Pekin Trenty referred to. It is under. stood that Tuesday's proceedings, which lasted for an hour, were of a preliminary character, and that no details were gone into. General principles were, however, enunciated on which conditions satisfactory to both Governments could be drawn up.
as it 18
The Chinese Government raisee no ol- jection whatever to the engagement of its subjects in South Africa so long carried out in conformity with the Treaty of Pekin. It had, however, caused soine irritation to the Chinese Government that steps for the wholesale employment of Chi- nese labour had heen taken not only in South Africa, but also in China, by the dospatch of agents for the recruitment of the omigrants without reference baring been made to the Pekin Government in conformity with the terms of the Treaty. The matter was, however, placed on a tro per tusis on Tuesday last, and there is no reason to believe that any difficulty will arise or great delay take place in the two Governments arrivng at a satisfactory set- tlement of the question.-The Standard.

I do not think I am at all exaggerating in putting the number of similar operations per- formed at the small hospitals at Wei-hai- wei and Hongkong in the last three years at about a dozen, if not more. I do not know how the recent arrivals on this station compare with the ships longer in commission as regards the incidence of the disease, but both ships in which I have served, and in which cases were numerous, have been two years out here, while in November thoinedical officer (Fleet-Surgeon Handyside) of the Vengeance, which has recently arrived from the Meditor- ranean, told me that up to that time he had had no cases.

FIRE IN THE STRAITS,
Many Deaths.
On February 21 a fire broke out in a fisherman's hut at Pulaw Sangarang, an island opposite Tanjong Penang. A strong wind caused the fire to spread to neighbour. ing huts, and soon the entire village was ablaze. The Dutch authorities at Tanjong Penang saw the smoke and sent launches across to assist in subduing the fire. Ba log unable to make any impression on the flames, the authorities began to demolish the houses, and so checked the progress of the fire. About fifty houses were saved by these means. The firo ultimately burnt itself out, but only after enormous damage had been done, some 400 houses being des

The attitude of Chins on the Lino River is drawing a good deal of attention, and it will be interesting to see how Russia pro- coeds in that direction. Already, she has protested against the presence of Chineso troops on the right bank as being a menacing action, and deems that tho step has been taken in order to thwart Russia and aid Japan's strategic move. mont- No doubt, Russia will make au- other of her blustering attempts to frighten Chine, but the Viceroys of the provinces to be determined, now that the Japaneso have gained such brilliant initial victories, to keep their troops there as long as possible, Prince Ching is the only one who is liable to give in to Russia, for he has shown partiality for the Muscovite for a considerable time, and, indeed, is alleged to have been in their pay. He is weak and unstable, and if he gives way now Russia will get her foot into a little more of rich Chinese territory. Viceroy Yuen Shi- disagreed with Mr Anderson when he said | kai, of Chihli province, seems determined, that the whole blame of the disagreements as far as he can, to prevent the Russiana between the Directorate and the Loudon Committee lay with the London Committee.
He was quite prepared to admit that the criticisms of the actions of the Board here by the Committee in London have always been characterized by consummate tact and with a due consideration of all the difficultion with which the Board have had to deal, but the one great fact slood pro- minently, and this he thought was pretty tenerally known, that up to the year 1900
and 1901 the working of the company had bean allowed to get so terribly behind the timesthat, forced by the general complaints, not on their own side, buc on this, the Lon- don Committee had no other course but to point out in clear and forcible terms the absoluto necessity of immediate steps boing taken to prevent what appeared to them an impending disaster.
Another point Mr Anderson had referred to was the amalgamation with the New Harbour Company, with which he (the speaker) had been intimately connected for many years. He looked upon it from an entirely different point of view from Mr Anderson. In his opinion Tanjong Pagar had made an excellent bargain, This could be seen from the handsome returns from the Keppel Harbour section which at the present time showed a decided advantage in favour of the Tanjong Pagar Dock Co. shareholders.

He has issued instructions prohibiting the export of rice beyond the boundaries of the province, and though he gives drought and probable short- age of food as the excuse, it is generally believed that he has taken the action to prevent Russia drawing supplies, and thos violating China's neutrality.
So far, Russia has displayed the utmost incapacity in conducting her war affairs. and has not made even a decent showing on any noension. Alexieff has ruined his reputation by his blundering, and no doubt when General Kuropatkin "arrives he will be deposed from his command of
