Czar and the Fatherland. Russia is great. and powerful, and if our foe is strong, this must give us additional strength and power to fight him. The spirit of the Russian soldiers and sailora is high. Our army and navy know many renowned names which must in this hour serve as an example to us. Our God, who has upheld the cause, that is just, is doing so now. It seems to us that Viceroy Alexeieff takes an unfair advantage of Japan in this appeal to the Deity. The Japanese have no legal standing in that Court, or, if they have, they will at least, not be represented, so that judgment against them would have to be given, by default. There is something ludicrous in these appeals to an omnipotent God by Obristian nations, The enemy's shot and shell are evidently taken into sorious account, also the latest powder or explosive of their own, range of guns, accuracy and frequency of fire, and all that, but the Deity is expected to close an eye if the enemy happen to have the latest patent and to impart a particularly destructive power to Christian arms. What a humbug, what a mockery, such prayers are which expect the Deity to be perfectly an fait with the latest military and naval tactics and means of offence, and to help and protect its professed worshippers if they blunder.
Bat there do seem to be people who seriously and solemnly believe that an om- nipotent and supposed-to-be merciful God. cruisers, torpedo-boats, field artillery, etc., can only by means of their battleships,

boy was, after medical examination, seen
by a committee, and asked eiva core questions with the primary object of making him talk, not to see whether he knew town Tiumon, West of Siberia and a viver Tiumon, East of it, but to estimate his in- telligence and evon his sense of humour, by questions as to his amusements, pre- dilections and gumption.' One lad of 118 defined the duties of naval oflicer to be:-
First, to servo his king and country. Second, to be the last person to leave his
ship if wrecked.
Third, to obey his superior officer. Could Nelson have given a better answer? Those that the committee unanimously put in the first or second class were afterwards examined by the Oxford and Cambridge Schools Examination Board, but merely to qualify in ordinary school subjects. Special preparation was not encouraged and would have been useless. Doctor Gow says of the result, I am convinced that our examin- ation selected a great number of hearty, vigorous, clever boys whom any school
would be proud to possess.
MR CROOKS'S ANECDOTES.
The Sluggard's Budget.
The House of Commons spent yesterday discussing the unemployed problem on an amendment to the Address moved by Mr Keir Hardie, who desired that a special Government should be formed to deal with the question.
Tho feat of the debate was a romark. able speech by Mr W. Crooks, the member for Woolwich. It was a masterly analysis of the whole problem, full of intimate touches, enlivened by anecdote, and ani mated with sympathy, Mr Gerald Balfour Mr Long, and Lord Hugh. Cecil rossed the floor and warmly congratulated Mr Crooks,
For the man who was born tired' and the man who can never get enough rest Mr Crooks has the utmost contempt. He told a story of a man who wont to a foreman and asked for a job. The foreman said they had hardly enough to keep men go ing.
That don't matter, guv'nor,' replied
藤
the loafor, anything I do won't make
much difference.'
Then there was the man who was called
by his wife at six o'clock in the morning.
Is it raining? he would call out, 'No,'
the wife replied, Is there not a drop of
rain ' 'No.'
No.'
