It seems to us that Viceroy Alexeieff takes an unfair advantage of Japan in this appeal to the Deity. The Japanese have no legal standing in that Court, or, if they have, they will at least, not be represented, so that judgment against them would have to be given, by default. There is something ludicrous in these appeals to an omnipotent God by Obristian nations, The enemy's shot and shell are evidently taken into sorious account, also the latest powder or explosive of their own, range of guns, accuracy and frequency of fire, and all that, but the Deity is expected to close an eye if the enemy happen to have the latest patent and to impart a particularly destructive power to Christian arms. What a humbug, what a mockery, such prayers are which expect the Deity to be perfectly an fait with the latest military and naval tactics and means of offence, and to help and protect its professed worshippers if they blunder.

MR CROOKS'S ANECDOTES.

The Sluggard's Budget.

The House of Commons spent yesterday discussing the unemployed problem on an amendment to the Address moved by Mr Keir Hardie, who desired that a special Government should be formed to deal with the question.

Tho feat of the debate was a romark. able speech by Mr W. Crooks, the member for Woolwich. It was a masterly analysis of the whole problem, full of intimate touches, enlivened by anecdote, and ani mated with sympathy, Mr Gerald Balfour Mr Long, and Lord Hugh. Cecil rossed the floor and warmly congratulated Mr Crooks,

Three cases of smallpox and one of cholen were reported during the week ended March 26. All were Chinamen; two cases of smallpox and the cholera case proved fatal.
