It is, however, a necessity that all should, even in peace, be prepared for war, so, over all the seas, fleet manoeuvres, tactics, and all the various and complicated drills of the orewa, from gunnery practice toman and arm boats, go on daily. The life of the handy man on a battleship, though its regularity savours of dulness, is by no means an empty life, and though in time of peace the sailor's work is hardly Arduous, his time is well filled with work.

The highly explosive shells that are now used make fire the ever present terror of the admiral in charge. The lose of life from a conflagration caused by the bursting of one of these shells often exceeds by many times the execution of the shells themselves. The well would be entirely closed and the water only used for manufacturing purposes. On the motion of Dr. Atkinson, seconded by Colonel Wobb, the application was granted.
