It is, however, a necessity that all should, even in peace, be prepared for war, so, over all the seas, fleet manoeuvres, tactics, and all the various and complicated drills of the orewa, from gunnery practice toman and arm boats, go on daily. The life of the handy man on a battleship, though its regularity savours of dulness, is by no means an empty life, and though in time of peace the sailor's work is hardly Arduous, his time is well filled with work.

The highly explosive shells that are now used make fire the ever present terror of the admiral in charge. The lose of life from a conflagration caused by the bursting of one of these shells often exceeds by many times the execution of the shells themselves. Moreover, the men re- quired to quench such a fire are called away at a most critical moment, when their service at the guns: inost required. A Well at Kowloon.
At yesterday's meeting of the Sanitary Board, the Green Island Cement Co. asked permission to build a well on their promises at Kowloon. The well would be well away from any building; 16ft. deep 10ft. wide, built in granito, and the wall carried three feet above the ground. They desired the
well partly to tap a spring which gave them some trouble, and partly to increase their supply of water for manufacturing purposes, which supply rau rather low in the dry season. The well would be entirely closed and the water only used for manufacturing purposes. On the motion of Dr. Atkinson, seconded by Colonel Wobb, the application was granted.

It is admitted in St. Petersburg that the Japanese are concentrating in the North of Kores more rapidly than the Russians, and that they havo effectively fortified Anju. General Mischenko, however, with 6,000
cavalry, is ready to unceasingly harass them directly they move beyond Anju.
