the lato Robert Wallace, there came one who was in his time a notable minister of religion, editor of the Scotsman, professor in the University of Edinburgh, a success- ful barrister of the Middle Temple, an eminent member of Parliament.

Life for the working class in Scotland is undeniably hard, and when it does not lead to an upward striving after something better it produces a type full of many things unlovely; but happily the former in common enough to be esteemed a characteristic.

I write out of a wido acquaintance with the social conditions of both English and Scottish country life, and I am persuaded from my observations, that the smaller Scottish towns and villages aro dull, disinal

To the observant traveller in 1ural Scotland there 1961 is an amazing lack of taste, a surprising neglect of the decorative value of flowers, in every village one passes through, and the conclusion to which one is forced is that, being fated to take life more serious- ly than their southern fellows, and finding the fight a sterner one by that token, the poorer classes in Scotland do not cultivate those little amenities which do so much to sweeton and brighten the life of pro- vincial England.

of population.

T

Roughly speaking, two-thirds of the Scottish people live in villages and small industrial towns of less than 30,000 in- habitants. To know anything of life in such a dismal burgh as Coatbridge is to understand how hopeless it is for a young Scot desirous of 'getting on to remain in his native place much beyond the years of boyhood. He may, it is true, aspire to become a mine manager, a prosperous grocer, a successful whisky-seller, and in time reach the distinguished position of provost of the burgh; but, barring the first-mentioned accupation, these are by no means satisfactory marks for the ambi tious mind to aim at, and the call to the larger life in the cities is imperativo. Even in the most ordinary branches of artisan occupation the field is very limited, and thousands without a spark of ambition in their nature have to move elsewhere in search of work.

A PROLIFIC RACE.

Another and most important factor tend. ing to make the Scots people so migratory is that rural Scotland is noted for large faulies: the Scots are fecund race. Thus, for generations there has been a constant pressure of population wearing down from the north. The villages first discharge their overdow into towns, and these in turn send streams to Glasgow and the other cities; but here again it is as if we had so many lakes of people with riters flowing in from the north and others flowing out to the south for not even the Second City of the Empire can satisfy the ambition or the Decessities of the country' sons, and the prospect of fair lands and rich tows south

of the Tweed is irresistible.

Chiefly in the working classes do these remark apply but in the professions the Why is it, same inluences are at work.

:

one is sometimes asked, that we encounter no many. Aberdeen journalists in England? Way are so many of our leading banks and insurance companies officered by Scots ?

In the first case, because Aberdeen Un- iversity attracts the young countrymen in large numbers, and the supply of able and fitted for the well-educated young men work of journalism is so large that wages are low, and whatever the Seat has learned from his Bible Lo has at least been pro- foundly impressed by that divine truth. The labourer is worthy of his hire.' Hence he goes where they pay the labourer betior, and that happens to be in England, Glasgow and the larger cities are contres of keen business, and out of their experience therein young Scotsmen come equipped with splendid training in such professions | as banking and insurance, but the lucrative situations are already filled, and these young men must "get on,' so it is South ward bo' -- Dužly Mail.

THE CRISIS.

Japan Raises a Loan. Telegrams received by the Far Eastern Press Association' stato that the Japanese government has issued bonds to the extent THE FEELING IN THE NORTH. of $10,000,000 as a war loan. These bonds constitute an extraordinary issue, and draw interest preferred above the regular debt of the Japanese government.

Japan Makes Ready. Telegrams from Tokic to the N.-C. Daily News state that an emergency ordinance has been passed empowering the Japanese Government to defray the extraordinary anilitary expenses from the so-called separate accounts, temporary loans, and exchequer bonds.

The management of the Sooul-Fusan railway has been officially reorganised.

An amendent issued from the Imperial Military Headquarters places the Naval Command Department on an equal footing with the General Stuff, which has hitherto bad precedence.

A Council of War was hold at Tokio on

The Dowager and Japan. It is also stated that the Empress Do- suger, has expressed herself forcibly as being in close sympathy with Japan in the present diplomatic crisis pending between the Japanese and Russians. The announce- ment of the position taken by the Empress has caused a sepastion, though it was some time ago suspected that she favored Nippon.

Will Not Leave Manchuria. Another Far Eastern Press Associat on telegram says that the Russian government ha notified the Chinese goverminent that it has no intentions of evacuating Manchuria. This notification w sin reply to a note from China asking the intention of Russia as regards the Chiness province of Manchuric. A further tolegrin says:Information obtained from reliable semi-official sources clined to make concessions to Japan to save Russia from the terrible drain of the long and devastating war certain to follow with Japan unless the present situation is speedi-
