Things Coming to a Head. London, August 29.-The Times' Peking correspondent, in a telegram, says that we Are within a measurable time of events in the Far East which will compel the atten- tion of the world.

Janan presented at St. Petersburg, on the 12th instant. proposals for a modus viv. endi, requiring reciprocal recognition or re- spective rights of the two Powers in Man- churia and Korea..

If the scorn ul attitude of the Russians in the Far East towards Japanese preten- alons reflects the opinion of the authorities at St. Petersburg, there can be little ex- pectation of an amicable settlement.

Insurance Frauds,

August 19.-John Grant, a director, and Benjamin Arthur Blackhurst, the secretary of the Star Fire and Burglary Insurance Company, of Glasgow, have been sentenced to twelve months' and nine months' im- prisonment respectively, at Edinburgh, for fraud. The accused, it was proved, had promoted and started the Company with a capital of £6. They accepted large risks and by false representations, made it appear that the Company had a guaranteo fund of £70,000.

Lord Northcote's Departurs

from Bombay.

Bombay, September 3.-Lord and Lady Northcote, whose departure is much regretted, left Poona to-day for Bombay, in order to leave India by Saturday's mail steamer.

Their departure was marked by a tremen dous public demonstration. The station was gorgeously decorated.

Steamer Blown up.

London. September 3.-Tho steamer Vaskapu, from Varna, to Constantinople, has been blown up in the Black Sea. Three formidable explosions took place, apparently on the deck. The captain, officers, and six of the crew, and a number of passengers, were killed. Altogether twenty-uine perished,

The death is announced of Dr. William Hastie, Professor of Divinity, Glasgow, and formerly of Calcutta, and of Mr J. L. Carew, M. P. for South Meath.

angoon, August 29.-Second-Lieuten- a Dixon, of the King's Regiment, died yesterday from dysentery. He had been ill for some time past, but was progressing favourably till yesterday morning when he had a severe relapse which proved fatal. He received his commission a little over a year and a half ago. This is the second officer that the regiment has lost in Rangoon, the other being Second-Lieutenant Bayley, who died a few days ago. Sickness, especially dysentery and dengue, has been very pre- valent amongst the officers and men since the arrival of the Regiment here from South Africa,

Fighting in Nigeria-Major

August 21.-Serious fighting took placu recently between the British troops and natives in Nigeria.

Mr Barlow reports from Ashaka that a column, composed of 35 white men and 500 of the Haussa rank and file, with two small guns and four Maxims, successfully attacked the walled town of Durmi on the morning of July 27th. The fighting went on all day until dusk, and the natives offered a stubborn resistance.

At the Committee meeting of the Chamber of Commerce on the 8th inst., the Secretary (Mr A. R. Lowe) read corres- poudence about customers' deposits which had passed between certain Members and the Chamber, and also between the Cham-

More Pocket-picking.

While standing in Des Voeux Road at about 8.10 last night, watching the perfor- mance at a Chinese thoatre, Tai Wong, Chinese gentleman, felt himself jostled, and feeling his purse being taken from his pocket turned round and saw men standing near him. He immedia tely grasped them and accused them of stealing his purse. One of them passed the purse to another man, who ran away with it. Tai Wong detained the other two men until the police arrived, when ho handed them over. Inquiries made by the police led to the recovery of the purse, which contained $2.40 cents, the wife of Lam Yan, one of the accused, handing it to the District Watchman. At the Magistracy this morning, before Mr. J. II. Kemp, Lam Yan was sent to prison for three months, while the other accused was discharged, there not being sufficient evidence to con- vict.
