It would be advisable to give the Health Officer authority to control jointly with tho Municipal Engineer the house connections in their sanitary aspect.-Gazette.

The collision

Almond. occurred between 3.50 nm. and 4 a m. on the morning of the 9th February, 1903, in the Lema Channel within the waters of the Colony, and a short distance to the south of Pootoy Island. There was a strong easterly wind prevailing. It was a dark dirty night, neither moon nor stars wera visible. State and force of the tido un- town. When first seen the other ship was about two miles off on the port bow; her toast-head light was the first seen. The stem of the Rubi and the port side of the Junk, Lehind her uniumast, about 30 feet from the stern, were parts that came into collision. The other ship, the Fuli, was recklessly navigated, did not keep a proper lookout, and improperly neglected to take in due time proper measures for avoiding a colli- sion with the Junk. The Rubi did not keep out of the way of the Junk.
Bohoki me, then, one morning at 11 a.m., at the office of the Hongkong-Samoia Shipping Company. Here a young man in a shiny collar, a stiff white shirt and ox emplary flannel trousers stared at me for what seemed to me quite six hoars, after he came up and said, What which d'you want?'
'I want the shipping clerk,' I replied.
The gentleman who looks after our shipping is not in at present. What is your business with him?'
My business was to charter a ship, but I've changed my mind and I think I'll go and buy a drink instead."
With this inane reply, which probably made him take me for a lunatic, I departed, and sought the nearest drinking saloon. Hore I met George Allerton and another man, who, even at that early hour of the morning, were just going to share a small
