PUBLIC AUCTION.

Particulars and Conditions of the Lotting by Public Auction Sale, to be held on Monday, the 20th day of July, 1903, at 3 p.m., at the Offices of the Public Works Department, by Order of His Excellency the Governor, of One Lot of Crown Land, at Peak Road

The marks of the shot would be an ins- tant cans of identifying the transgressor when his clothes were removed for that purpose by the police of the town receiving an intimation by telegraph to detain him:

I should recommend that cylinder-bored guns be employed in this simple method of identification, by reason of their scatter- ing propensities.

The cases charged with anipo shot- known as motor cartridges-should be obtainable only from the local police, and at a moderate sum per: thousand.

This precaution anent small shot is a necessary one in the interests of motoriste themselves, otherwise an enraged public would certainly lond with rusty nails, buck shot or Dum Dum bullets..

Not to be outdone in this effort of grim facetiousness, Mr. W. S. Gilbert writes to express his delight at the suggestion. He

sayd

Not only would this provide a speedy and effective punishment for the erring motorist, but it would also supply the dwellers on popular high roads with a comfortable in- of income, Motor shooting for a rense

DENTISTRY,»

SUI SANG, Lately Practising with Dr. I. Sakata DENTIST Connaught Road, near Blake Pier. Hongkong. December 3, 1902,

A note by Captain Williams, Health Officer, Rangoon Municipality, on the sur- face drainage of the pucca area in Rangoon says that the first masonry streetside drains in Rangoon were constructed between 1870 and 1880, but even now there are cutch drains east of Phayre Street, while many of the older niasonry drains have fallen into disrepair, Theoretically these are, since the introduction of the Shone system, rain-water channels, but practically much find their and waste GOnge

water way into them, that is, street sul- lage, drainage Брасо Aullage And sewage, and sullago and rewage flowing directly frou, the yards of first-class lots and other areas enclosed amongst the buildings. The principal sources of pollution ard blockage of the Shone system, blockage of house conections, drainage from privato yards, solid and liquid matters thrown from the houses and the streets, the dminago from stables etc., and the use of drainin as latrines. The remedies" for the last-named 18 the closing in of the drains and the provision of a suficient number of public latrines. ItOLE PROPRIETORS of the Famous Mike, Tagawa, Yamano, and Ida Coal Mines.

should be considered whether the Shone system ought to be replaced on a larger scale as it wears out. In Mogul Street, for example, where there have been fro quent burstings of the six-inch main, the pipes are much worn and the demands on the system are now very much greater than when it was started. He suggests the drainage of yards, etc., into the Shong system, with alternative outflow for rain water into the drainage spaces and thence to the street drains in the rainy season; improvements in the trapping of sullago trays and other openings into the Shone system; removal of private man holes and sullage drains and trays, re placing them by tron pipes with inspection eyes, provision of public latrines etc. paving and draining drainago spaces. It would be advisable to give the Health Officer authority to control jointly with tho Municipal Engineer the house connections in their sanitary aspect.-Gazette.

testified to my admiration by giving him the place of honour in my series of Sketches. My acquaintance with him, as with most of those ladies and gentlemen who will follow him, originated at the bar. I had been fishing for fish with dynamite, and a premature explosion had landed me (minus same pieces. that had been blown away) in hospital. When I was able to leave, the medical faculty recommended me to take a trip to Samois in order to pick up weight again.

Mr M. W. Slade (instructed by Mr H. J. Gedge, of Messrs Johnson, Stokes and Master) appeared for plaintiff, "whilst de- fendant was represented by Mr E. H. Sharp, K.O. (instructed by Mr H. W. Looker, of Messrs Deacon and Hastings.)

In his preliminary act plaintiff stated that the ames of the colliding vessels were the Sun Kwong Hop fishing Junk, No. I 2,141, masters Kwok A Po and Kwok A Kan (now deceased) and the 8.8. Rubi,

The collision

master R. W. Almond. occurred between 3.50 nm. and 4 a m. on the morning of the 9th February, 1903, in the Lema Channel within the waters of the Colony, and a short distance to the south of Pootoy Island. There was a strong easterly wind prevailing. It was a dark dirty night, neither moon nor stars wera visible. State and force of the tido un- town. The Sun Kwong Hop's cours was about 8.S.E., speed about three miles an hour. She carried one white light suspended on a pole at the stern of the junk. When first seen the other ship was about two miles off on the port bow; her toast-head light was the first seen. Afterwards her red and green lights came into view before the collision, No measures except calling out were taken to avoid collision. The stem of the Rubi and the port side of the Junk, Lehind her uniumast, about 30 feet from the stern, were parts that came into collision. The other ship, the Fuli, was recklessly navigated, did not keep a proper lookout, and improperly neglected to take in due time proper measures for avoiding a colli- sion with the Junk. The Rubi did not keep out of the way of the Junk.

Bohoki me, then, one morning at 11 a.m., at the office of the Hongkong-Samoia Shipping Company. Here a young man in a shiny collar, a stiff white shirt and ox emplary flannel trousers stared at me for what seemed to me quite six hoars, after he came up and said, What which d'you want?'

'I want the shipping clerk,' I replied.

The gentleman who looks after our shipping is not in at present. What is your business with him?'

My business was to charter a ship, but I've changed my mind and I think I'll go and buy a drink instead."

With this inane reply, which probably made him take me for a lunatic, I departed, and sought the nearest drinking saloon. Hore I met George Allerton and another man, who, even at that early hour of the morning, were just going to share a small

bottle.' They hospitably offered me a third part, which I gladly accepted.

I retailed to them the above incident,

Defendonts, in their preliminary act, stated that the cullision occurred at 3.30 a.m. on 9th of February, in latitude 228.30 N. long. 114,16E., off Pootoy Island. There was a fresh breeze, direction about N. E. The weather was clear, but cloudy and very dark; tide half-food force unknown. The Rubi's course, when the Junk wAS first seen, was about W by N-speed about 10 knots an hour. She carried enlarging my own share in it-this being all her regulation lights, i.e. mast-head the first repetition-by only about 50 per

The first light seen on the- Junk was a dim light at the stern, about three feet above the deck. No other lights on the Jutk carne into viow before the collision. With regard to the measures taken, and when to avoid collision: directly the Junk was seen the helm of the Rubi was put hard a port and her engines reversed full speed, and a short blast was blown on her whistle. The port bow of the Rubi and the port side of the stern of the Junk were the parts of the vessels that come into collision. No proper look-out was kept on board the Junk, the Junk carried no proper lights and she was navigated in a reckless and unseamanlike manner.

Before I had finished, Allerton said, By Jove, that reminds me, I have'nt been to the office yet-that "shipping gentleruan you are looking for is 100.'

'Why, I always thought you were, a broker,' I replied. Any way,' I continued, you can tell me when the next boat leaves."

It was repeated every day for the sheer piracy for me to go and reproduce rest of the voyage. The Captain told me his stories here; nevertheless, I give one that he had taken me in hand none too of them, as nearly as possible in his own soon, and wrote a detailed report of the words in order to show the stamp of man various operations which he handed to the Port Doctor on our arrival at Samoy. Everything was done in the most gorgeous style-I was the guest of the evening, and on my right sat the Viceroy, who had placed one of his own A. D. C's. behind my chair with orders to fill up iny glass whenever it got ompty. I naturally talked most of the time to the Viceroy, and dinner was more than half- way through when I condescended to take notice of the man on my loft-a little fellow with a white moustache. I remarked to him that it looked like a warm ovening, and all the reply I got was I seem to know your face, Sir..

Very likely,' I replied rather dryly. 'a great many people know me, but I can't be expected to remember the face of every passenger who travels on my. ship.'

Ho still kept on staring at me, then ho put up his hand and scratched his head, just as you or I might do, then his hand flow out like a rocket and seized mine, and he was yelling to the whole room, Why? it's Captain Warmer of the B. and O.! I'll forget my own name next.'

It was Lord Roberts"!!! concluded the Captain.

This and scores of other stories he related to me, and much I marvelled that one small head could remember I spoke of these things to the Chief all the things that he had done. But when Engineer (whom the skipper had once re- ported to the British Consul at Samoy for inutinous conduct-without any result), cold water was at once thrown on my en- thusiasm.
