When I entered Downing Street the first thing I saw was a dishevelled Child, who was crying loudly, with his neck fixed school railinge, while a between two Ritualist and a Unitarian, with the kindest intentions in the world, were endeavouring to drag him back by the legs. As I found (after pacifying him with a little moral: philosphy) that he was quite a Child in these matters, with a naturally large head, I thought that perhaps where such a head could go, the tail could follow, and men- tioned, that the best mode of extrication might be to push him forward. This idea was so favourably received by the Ritualist and the Unitarian that it was soon put into practice, and in another minute the Child was rescued from his peril, and lifted back over the railings.

After that, knowing that he would kill himself, if left alone, I took his hand, and entered the Colonial Office. The place was in a terrible state. Arthur, the unfortunate Child, had at this moment raised his face, and sobbed out Education! education!' a word which seemed to make Mr Chamberlain quite

angry.

Not on any account, Arthur' said Mr Chamberlain. I must insist on no inter- ruptions. If the Army is waiting, and the Navy is waiting, and the taxpayer is wait- ing, and the Board of Trade is waiting, why shouldn't the Education Question wait too? Don't tell me that there are things more important than Africa. Don't tell

me that England is to be weighed in the same pair of scales with that tremendous continent. Don't, please ! '

I ventured to suggest that perhaps some- one else might look after the home depart- ment while Mr Chamberlain concentrated his attention on Africa, but ovon Arthur pooh-poohed the iden
