TECHNICAL EDUCATION AND THE NAVY.

Engineering, writing on this subject, says that just as in the pro steam era of musts and sails no naval officer could be considered efficient who had not a technical knowledge of the method of propulsion of the ship, so now, in the days of machinery, the naval officer should have technical knowledge of the mechanisin which actuates his vessel. Such knowledge is difficult to attain. It means years of study, and, what is more disliked, a considerable amount-of dirty work around which no heroic tradi- tions have gathered, as they have around the tiring of guns. Probably the opposi- of executive Daval officers to making themselves competent engineers-- or allowing competent engineers to become oxecutive naval oflicers, for it is immaterial in the end which way the, mutter is stated -arises from that inertia of the human mind. Lieutenant Bellairs Bays* If at chief petty officer and a warrutat officer | could, even for a few years, understudy a

lieutenant, as an artificer does an engineer every day of his life in the engine. room and the stokobold, and constantly de the work of his superior officer, then one of the most pressing problems connected with war would be solved. For actual fighting we can replace the lieutenants froin the lower ranks, but for navigation and tactics, and fearlessness of responsibility, wo can only fall back on those warrant officers who have been given experience in torpedo | craft and gumboëta." Wo (Engineering) have tu thank Lieutenant Bellairs for the e of passages, for they throw a food light on what has been to us a some- what inexplicable phenomenon, as probably. it has been to many other engineers. We have often wondered how it was that a section of executive naval officers-for after all it is only a section-should so strongly have opposed engineering taking its proper position in an engineering navy. These gentlemen have been trained in the highest school of honour sud manliness, and yet they seem to be actuated by the narrowest spirit of potty jealousy Yet we now see it is not so; it is simply want of technical education. For illuminating THE QUEEN'S HOTEL,tences of Lieutenant Bellairy with the propertiese we would couple the above sen-

famous statement of Admiral Sir Anthony Hoskins, sometime: First Naval Lord, who likened the duties of a naval engineer with those of a Lascar sfarting a steam winch with a bottle of oil in his hand. Does Licut. Bellairs know-he hardly fean that more than turning on steam, oiling bear- the work of an engineer consists of something

inge, and reversing engines in conformity with orders from the bridge; or even tak ing and working out indictaor diagrams?

The strange thing is that local launch men are pulled up at once and fined $2 a blast. The zero of the table is Low Water Or dinary Spring Tides, which has been found to be 2 feet below mest sea level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 5 ft. 7 in., and on the gauge at Lamont Dock, Aberdeen, add 12 ft. 9 in. to the height given in the table.
