TECHNICAL EDUCATION AND THE NAVY.
Engineering, writing on this subject, says that just as in the pro steam era of musts and sails no naval officer could be considered efficient who had not a technical knowledge of the method of propulsion of the ship, so now, in the days of machinery, the naval officer should have technical knowledge of the mechanisin which actuates his vessel. Such knowledge is difficult to attain. It means years of study, and, what is more disliked, a considerable amount-of dirty work around which no heroic tradi- tions have gathered, as they have around the tiring of guns. Sin, It is not often.1 rush into print to ventilate any small grievance, but I should like to know whether anything can be done to mitigate the abominable nuisance at night time of certain launches, fitted with a whistle, worse in shrillness than a North Loudon locomotive, and blown with a vindictive and exasperating pertinacity, waking you out of your sleep, and causing you to say, well, things better left unsaid. The offenders are the pinnaces from the men-of-war. Last night, one boat whistled 9 times in 12 minutes a crow of 5 blasts;' other whistled 11 tinies a call of 3 blasts. The strange thing is that local launch men are pulled up at once and fined $2 a blast. I remember being in Court when Mr Has tings fined Blackhead's coxswain forgiving only 3 toots, and not so long since one of the Dock Launch men was fiued the same for blowing his whistle, when not neces ly I myself had iny name and address takon by a constable for blowing my bicycle whistle, to call up our launch, one night on Blake Pier, and only escaped a summons for disorderly conduct' by a timely apology. On Thursday morning, about 2 a.m., as the Norwegian steamer Labor was on its way down the Back Reach, and when near the Macao fort, it came into collision with a junk that was being towed up to Canton from Young Kong. Hongkong Tides. The Tide Table given bolow has been compiled by the Nautical Attanao Office In London from the result of the analyals of observations. taken by means of an an- tomatic tide-recording machine in the Wa- ter Police Basin at Tsim Sha Tsui during. the years 1887-8-9.
The zero of the table is Low Water Or dinary Spring Tides, which has been found to be 2 feet below mest sea level.
To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 5 ft. 7 in., and on the gauge at Lamont Dock, Aberdeen, add 12 ft. 9 in. to the height given in the table.
