QUEEN ALEXANDRA.

A Sketch by Mile. Vacaresco. Mr Bunting is he congratulated upon having secured for the Contemporary Review a writer who is not afraid to express her sentimonts and omotions in the

poetic language which naturally accords

with an exalted idealism. Mile. Hélène Vacaresco, whose papers on Roumania. have attracted attention, contributes to the Contemporary for August a charming paper on Queen Alexandra, which gives us's much more vivid, picturesque and fairylike portrait of our Queen than has ever been put before the world by any of the innumer able writers who have endeavoured to in- torpret her to her subjects. A cynical critio might claim that Mlle. Vacaresco lets herself go too much, but she is a child of Southern Europe; she is a woman who is writing of one whom she knows and loves; and the reader would willingly sacri- fice a thousand dull studies in black and white for this delightful presentation of Queen Alexandra, as radiant and glorious ne the figure of a saint in a cathedral window. There is imagination here, and poetry, and a capacity to present one woman's enthusiasm for another in language that is worthy of the theme.

WITH CARMEN SYLVA AT BALMORAL. Mile. Vacaresco was attached to the Court of Carmen Sylva when she first visit- ed Balmoral, and the influenco of the Royal poetess of Roumania is perceptible. the story which she gives us of her im- THE Undersigned have received instruc-pression of the Queen. You cannot imagine how good how true the people are in England, in all classes everywhere. There are some Princesses 23rd and reigning Queens are there not, who ever feel themselves strangers in the lands that become theirs by marriage.? I have never known this feeling, not one single moment, and now, I never succeed in dis- cerning that I am not born here: it seems to me as if even my childhood had been spent here, and even when I am away from this and I am not absent. I am here, and I am in every corner of England, as if I belonged to this earth entirely The people are so good. They partake of all our joys and sorrows, and their joys and sorrows are

a deup-rooted tasto for art, and · discerns the great part art is called upon to play in modern society. She not only encourages artists, but also explains to them how much sho relies on their talont and their help in hours of depression. Poetry, however, the Queen profors to everything else. She is accustomed, to recito aloud the promas that please her, provided she be quite by herself. Sho detesta exaggerations of feminism, and lays particular stress on her disapproval of those doctrines; but she esteemus the, labour of womanhood in the lower classes, and ad- mires women pocts, singers, and painters. Dogs she prefers even to horses, and hear- ing once a remark that Michelet called dogs candidates for humanity, the Queen remark. od that Michelet was wrong if he thought a dog would not be content to remain ono, even though he had the choice; though, aho added, what would tempt a dog or any other animal to enter the ranks of mankind would be the prospect of possessing an immortal soul.

It is impossible to carry on a long con- versation with the Queen without being struck with the evidence of her piety. Goodness in woman is the chief virtue, and outshines all other qualities,' said the Queen. When a woman is good, she can

do without beauty and talent," Goodness is the eldest sister of intelligence.'

like Japan, however, which is young in ENGLAND and

regard to its foreign intercourse, it is un- avoidable that the supply of funds should be insuflicient, and that in consequence money should command a high rate of interest, the ruling mato being 9 to 10 per cont. at present. It is not wonderful, therefore, that the public should talk of the necessity of introducing cheap foreign Inoney. They know that in England, the rate is 2 to 3 per cent,, and her capital- ists are willing to invest their superfluous money in any profitable enterprise abroad. But in so doing they would not be content with interest below 5 to 7 per cent., ac- cording to circumstances. Even at such a rate, the introduction of foreign capital would be attended with benefit to Japan, so that the establishment of regular con- nection between Japanese minufacturers or tradors and English capitalists with a view to mutual advantage, would result bo- neficially to both parties. It is understood that foreign capitalists are willing to invest, but they are of opinion that there are difficulties in the way, on account of some features in the Japanese law, which make it impossible to obtain the security which they wish. If that be

it to be hoped that the obstacles will be removed as quickly as possible. Turning to the question as to what kind of undertakings in Japan stand in greatest need of foreign capital, Sir William Bisset is represented to have stat- ed that this need is felt most by the rail- ways, both from the necessity of improving the lines already being worked and of ex- tending them in future. Naturally, how- ever, he was somewhat reserved in expross- ing a general opinion until he had had further opportunity of investigation, and no doubt he will give his views fully on a future occasion. Count Okuma, who is an authority on Japanese financial matters, meeting when recently addressing

Traders' Association, of the Japan

one taking pessi- deprecated any mistic view of the financial position in Japan. He considered that the economic- al development that Japan has achieved al- ready, and will achieve in the future, is to be looked upon with hearty satisfaction. Japan's progress has been made in thirty years, and in the last ten years her foreign trado had been more than doubled, and he advised the members of the Association to do away with the impossible desire to jump up to the conditions of Europe at once. Japan was progressing steadily and rapidly, and the Anglo-Japanese alliance would give an impetus to her commercial activity in the East.-En-incering.

Childhood is the formative period of manhood and womanhood. As the child is so is the adult. Hence, health is most necessary during this important stage of physical development. Til-health renders children stupid and dull, disinclined to play, prevents proper development of mind and muscle. A sickly, weakly child cannot be expected to enter mature life, healthy and robust, and to achieve the possibilities of such a life.

Often children need a good tonic-some thing to stimulate their organs to the full performance of healthful function, or arouse latent energies. A failure to give a good tonic at such times is to withhold from the child a stimulus that may materially effect the future happiness and success of its life.

Stearns' Wine of Cod Liver Oil

is a tonic and tissue-builder admirable adapted to children. It is delicious in tasty and they like it. It does not disturb their stomachs and has no drawbacks. Its in- fluence is for good only-it makes children grow, makes their eyes bright, their checks rosy. It makes them gleeful and full of life. It forms them into stalwart men and healthful women. Hongkong Tides.

The Tide Table given below has been compiled by the Nautical Almause Office in London from the result of the nalysis of observations taken by means of n'au tomatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui durng the years 1887-8-9.

The zero of the table is Low Water Co dinary Spring Tides, which has been found to be 2 feet below mean sea level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 5 ft. 7 in., and on the gauge at Lamont Dock, Aberdeen, add 12 ft. 2 in. to the height
