A Sketch by Mile. Vacaresco. Mr Bunting is he congratulated upon having secured for the Contemporary Review a writer who is not afraid to express her sentimonts and omotions in the
poetic language which naturally accords
with an exalted idealism. Mile. Hélène Vacaresco, whose papers on Roumania. have attracted attention, contributes to the Contemporary for August a charming paper on Queen Alexandra, which gives us's much more vivid, picturesque and fairylike portrait of our Queen than has ever been put before the world by any of the innumer able writers who have endeavoured to in- torpret her to her subjects. A cynical critio might claim that Mlle. Vacaresco lets herself go too much, but she is a child of Southern Europe; she is a woman who is writing of one whom she knows and loves; and the reader would willingly sacri- fice a thousand dull studies in black and white for this delightful presentation of Queen Alexandra, as radiant and glorious ne the figure of a saint in a cathedral window. There is imagination here, and poetry, and a capacity to present one woman's enthusiasm for another in language that is worthy of the theme.

regard to its foreign intercourse, it is un- avoidable that the supply of funds should be insuflicient, and that in consequence money should command a high rate of interest, the ruling mato being 9 to 10 per cont. at present. It is not wonderful, therefore, that the public should talk of the necessity of introducing cheap foreign Inoney. They know that in England, the rate is 2 to 3 per cent,, and her capital- ists are willing to invest their superfluous money in any profitable enterprise abroad. But in so doing they would not be content with interest below 5 to 7 per cent., ac- cording to circumstances. Even at such a rate, the introduction of foreign capital would be attended with benefit to Japan, so that the establishment of regular con- nection between Japanese minufacturers or tradors and English capitalists with a view to mutual advantage, would result bo- neficially to both parties. It is understood that foreign capitalists are willing to invest, but they are of opinion that there are difficulties in the way, on account of some features in the Japanese law, which make it impossible to obtain the security which they wish. it to be hoped that the obstacles will be removed as quickly as possible. Turning to the question as to what kind of undertakings in Japan stand in greatest need of foreign capital, Sir William Bisset is represented to have stat- ed that this need is felt most by the rail- ways, both from the necessity of improving the lines already being worked and of ex- tending them in future. Naturally, how- ever, he was somewhat reserved in expross- ing a general opinion until he had had further opportunity of investigation, and no doubt he will give his views fully on a future occasion. He considered that the economic- al development that Japan has achieved al- ready, and will achieve in the future, is to be looked upon with hearty satisfaction. Japan's progress has been made in thirty years, and in the last ten years her foreign trado had been more than doubled, and he advised the members of the Association to do away with the impossible desire to jump up to the conditions of Europe at once. Japan was progressing steadily and rapidly, and the Anglo-Japanese alliance would give an impetus to her commercial activity in the East.-En-incering.

Hongkong Tides.
The Tide Table given below has been compiled by the Nautical Almause Office in London from the result of the nalysis of observations taken by means of n'au tomatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui durng the years 1887-8-9.
The zero of the table is Low Water Co dinary Spring Tides, which has been found to be 2 feet below mean sea level.
To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 5 ft. 7 in., and on the gauge at Lamont Dock, Aberdeen, add 12 ft. 2 in. to the height
given in the table.
