H. E. the Governor to the Chamber of Commerce and the representatives of the shipping firms on the subject of the Strike. It may be freely admitted that, had the shipping firms (ie. the Com mittee appointed by the meoting) first consulted with the Government, as to the best mode of mooting the emergency, instead of parleying with the Chinese, some substantial result might have been gained. Notwithstanding this possibi lity, we question whether the so-called 192 facts contained in the Colonial Secre
tary's letter can be shown to bear the Sama significance that has been import ed to them by H. E. the Governor. The possibility of gaining Buy advaut age by the attempt to enforce at law the alleged clauses of agreements, was, we are informed, very remote. And we ere also assured that one only of the firms referred to possessed a written agreement on the subject. Whatever may be the actual facts in this coLDeC tion, we maintain that it was as much the duty of the Government to inform itself, through the leading shipping firme, of the real position of affairs in a The P. and O. steamer Cantun left Bom
