Carnot's presidential reign has been marked by a good deal of Alibastering in Asia and Africa, and of estentatious coquetting with Russia, All this may have been, and probably was, due more to the temperament of the people then to the predilection of the President. But we cannot put out of view the fact that the French President has always a direct and immediate influence on foreign affairs. M.
