Hosarosa, 5th June, 1891 GENTLEMEN,The Torm for which your representatives on the Sanitary Board were elected having expired, I beg to offer my solf as a Candidato at the ensuing election. Being the representative of the largest Landed Interest in this Colony, ie, Tho Hongkong Land Investment and Aganny Co., and heing by profession a Civil and Sanitary Engineer and having boon for some time the Government wheroby I had to inapest every Tonement in the Colony each year, for Rating pur poses, I am intimately acquainted with the Sanitary condition of Hongkong; and

elected a member of the Board I be lieve I may be able to assist in suggesting improvements in the Sanitary condition and overcrowded state of a great part of the City,

While giving the strongest support to the Officers of the Board to enable them to efficiently carry out the Regulations. enacted, I would do my utmost to provent any Regulations being made which might prove vexations restrictions to the owners of property or likely to answer no good purpose for the improvement of the Sanitation of the Colony,
