Being the representative of the largest Landed Interest in this Colony, ie, Tho Hongkong Land Investment and Aganny Co., and heing by profession a Civil and Sanitary Engineer and having boon for some time the Government wheroby I had to inapest every Tonement in the Colony each year, for Rating pur poses, I am intimately acquainted with the Sanitary condition of Hongkong; and
elected a member of the Board I be lieve I may be able to assist in suggesting improvements in the Sanitary condition and overcrowded state of a great part of the City,
