THE report, which we have good grounds for believing to be correct that Shanghails to be raised to the dignity of a Consulate-General, will be received with satisfaction by our countrymen in China. We look upon the change, however, of goud nugury, not merely because will enable the British Consul at Shanghai to take his proper place in local municipal affairs, but on the higher and wider ground that it iudicates a more liberal treatment on the part of the Foreign Office of its agents in China, and in saring so, we do not refer to tho statas and privileges of cousuls perso-. nally but to their official acts and repre-" seutations. We think it means an incli«. notice to accord, more weight and con- sideration to the views of a consul and thus to secure a fairer treatment of the wants and wishes of the mercantile com- munities, which find their natural ex- pression through the accredited agent..

That this ims long been a great desi feratus few will deny. There is cer tainly a wide-spread impression that. British subjects in the open Ports have ar groter diffenities in getting redress for their grievances than members of most other nationalities. The British Coo- salar Service not only compares favour- ally with that of the other Powers, but is, fadead, the only service where any. pains is takes to secure a staff of train- ed and competent officials. Now and thon a foreign power is represented by a consul of more than average ability. and energy, but, cuken as a whole, tha British service, numbers for numbers, will, to say the least of it, hold its own, in point of education, training or intelligence. And yet not only are just claims on the part of merchants al- ST. JOHN'S CATHEDRAL ---ROV. W.
