Newspapers over four ounces in weight are charged as double, treble, &c., as the case may be, but such papers or packets or papere may be sent at Book Rate. Two Newspapers must not be folded together as Pricted one, nor rabat anything whatever be inserted except bons tide Supplementa malter may, however, be enclosed, if the whole be paid at Book Bate.
