It cannot be said that his Department is a large money- spending branch of the administration; but it may be safely affirmed that the branch over which he has so long pre- sided represents probably the most im portant interest of the Colony. Over. and above Mr Thomsett's long experi ence, the Harbour Master has a clear. head, and withal a useful babit of look- ing at questions from a practical stand- point, that might be of considerable service in these days. Besides this, he has had much to do of late with some of the most important subjects of legisla. tion and administration. The Shipping Bill owed not a little to his invaluable anggestions, as the testimony of Mr Russell, when Acting Attorney General, openly showed, while, as Emigration Officer, Captain Thomsett has necessarily a great deal to do with a subject which must sooner or later excito much more interest than it has ever yet done in this Colony.
