The China Mail.

HONGKONG, TUESDAY, OCT. 12, 1880.

IT has been too often the custom for several years past to smile incredulously and speak contemptuously of "petticoat government," when references have been made to the august personages who, behind the Imperial screen, handle the Vermilion Pencil in these days at Pe- king. A popular writer on Chinese- matters, descanting upon the deccase of the last youthful Emperor some five years ago, remarked, "And now once more the sceptre has passed into the handa of a child who will grow up, like the late Emperor, udid the intrigues of a Court composed of women and eunuchs, utterly unfit for anything like energetic government." If, however, the news recently received from the North be reliable, we have evidently been undervaluing the quality of the two august ladies known as the Eastern and Western Empresses. It is stated that, on the 15th of last month, at a meeting of the Grand Council at Peking, the Western Empress hit upon a most practical solution of the qucation of Peace or War. The expedient is almost too good to be true; but, as we have said, if the statement made by the Shangliai Mercury can be trusted, it is worthy of a place amongst the historical nots of royalty. We are informed that "the Western Empress decided that all those who are in favour of war should sign a document, gua- sales.ranteeing that, if China should lose, the subscribers to it will pay all the in- demnity that may be payable by China to Russit, since His Majesty was not of age and they were bet two women and would not take the responsibility of declaring war against Russia." This Empress, it is said, has just recovered from a serious illness; but whether or not this delightfully effective move owes it origin to hor ingenuity, Her Highness is to be congratulated upon. “ the happy thought. That the warlike members of the Court and Government should thus be called upon to "pay for their whistle❞—for such is exactly the meaning of the proposition is probably the most effective means of choking
