Lewin's works, Fulham, for the Chinese Government, and now on beard the Glen- earn, (in Victoria Harbour) for Shanghai, en route to Tientsin:She is a small boat of 62ft. long and 7ft. beam, with a draught of water of 3ft. 6in., and will steam about sixteen miles per hour. She is of atepl throughout, and has her steering gear placed in the fore part of the vessel, the wheel being below deck and immediately in front of a small conning tower, through which the helmsman sees his way. The Tessel can, therefore, be entirely managed from below; and being small, swift in her movements, and construoted with six water- tight compartments, it would be difficult for an enemy to do her or her small crew mach injury. The torpedo gear has been fitted from the design" of Mr J. A. Betts, the torpedo engineer to the Chinese Government, and is arranged to work three spar torpedoes in the most perfect manner and with the greatest case, entirely from below. In justice to that gentleman I have to ask you to be good enough to allow me to correct that statement, as, in- dividually, I was not at all solicited, nor do I know of any other member being in- fluenced in any way. The appointment of Mr Emanuel by the Superintendent, Mr Creagh, in the first instance, gave satisfac tion to the majority of the members, which the voting on Saturday last subse quently confirmed, he being the oldest of the members and one of the most energetic amongst the Brigade. I may mention that I and others of the Brigade asked Mr Emanuel's reason for refusing the appoint- ment, and he stated that he had resigned in deference to the wishes of the minority (now proved) and to enable the subject to be settled by ballot. Thanking you for the insertion of this.

CARRYING DANG SOUS WEAPONS,

Li Acheung was charged with being in possession of a deadly weapon and not being the holder of a night pass on the evening of the 28th instant.

Lauchlan McKay, P.C. No. 69, stated, that about 8.45 p.m. yesterday, he saw defendant in Lower Lagear Row, emerging from a crowd and running along the street. He arrested him and found the fighting iron (produced) concealed beneath his jacket. The weapon produced was a most deadly fighting weapon, and was so described by Inspector Grey. Defendant stated that he had been separating some men who were fighting; he got beaten. He picked up the weapon on the ground. He is a hawker of sunges and has been in Hongkong six years. His licence is No. 137. He lived in Pan Kwai Lane.

A movement has been going on during the last few days amongst steam ship- owners and brokers connected with Straits and China trades, with a view to increasing the rates of freight. This has resulted in à combination, which will regulate freights, and abolish the existing competition. The details are not yet made known, but already rates have increased, and we shall doubtless | see a still further rise after the 1st prox., on which date we understand the new rates will come into force. Measurement goods, and homeward rates will come also und r we believo, are likely to be most affected, revision.
