The matter of Establishments must at all: times afford serious consideration to this Council--Establishments which have reach- ed a sam so large as to absorb within an ince the ordinary revenue of the Colony apaft from Licenses. Now, it is not too much to say that there is much misapprehension, not the public on this matter of Establishments. to say some ill-feeling, as to the views of
It has more than once formed a matter of heated debate in Council. On the one hand we are constantly told salaries are pitched too low, you cannot have good work unless you pay for it, and so on. These are fair illustrations of what I constantly hear from gentlemen in the Government service. Now the public do not object to pay sufficient salaries; what they contend is that, accord- ing to present experience,-not speaking personally,the increase of salaries, where given, has not produced that increase of efficiency for which they were entitled to look. They complain also of a maltiplicity in establishments, and I am anxious to know what attention the Government has given to a principle laid down by Sir An- drew Clarke in 1874, and endorsed by the then Colonial Secretary and the Attorney- General, to take, care. that no one is ap- pointed without a necessity for the office, but when you have got him, pay him well." The publication of this issue commenced The Colonial Secretary and Attorney- at 7.55 p.m.
